In his book «Perpetual Peace: A Philosophical Sketch» Immanuel Kant argued that the benefits of economic cooperation and cultural exchange far outweigh any spoils of war. He believed that a union of states, in which each member of the union exercises its rights and opportunities, would become the foundation for eternal peace — an idea still relevant today. It is no coincidence that Kant's ideology laid the groundwork for the Helsinki Accords of 1976 and 1980 — for example, for the «Final Act» of the Conference on Security and Cooperation in Europe".
